 As with just about anything you would give money to somebody to do, web design and optimization takes a tricky set of skills. As such, it's generally a fairly expensive thing to outsource to a service provider. In this vein, it seems as though the number one fact to consider should be the good old fashioned "Cost" variable. I could write a Tom-Clancy-long narrative about how you can't just look at the price, and you pay for what you get for, and blah blah...but the bottom line is you need a service provider who can work within your budget.
